MONO MATERIAL / PCR / REFILLABLE
Sustainable Cosmetic Packaging for Your Brand
Explore mono-material, PCR and refillable packaging options. Balance your sustainability goals with product protection, functionality and brand identity.

EU Regulation and PPWR Compliance
The EU Packaging and Packaging Waste Regulation (PPWR) introduces requirements in stages. These key milestones help beauty brands plan packaging development for the European market.
Entry into Force
Regulation (EU) 2025/40 enters into force, establishing the EU framework for packaging design, materials and waste prevention.
General Application
PPWR generally applies from this date. Requirements with specific transition periods follow their own implementation schedules.
Design-for-Recycling Rules
The Commission is due to adopt delegated acts setting design-for-recycling criteria and recyclability performance grades.
Key Packaging Requirements
Packaging minimisation requirements apply. Recyclability and minimum recycled-content requirements begin from 2030, or later where the relevant delegated or implementing acts trigger a later application date.
Timing matters: design-for-recycling requirements apply from 1 January 2030 or two years after the relevant delegated acts enter into force, whichever is later. Minimum recycled-content requirements apply from 1 January 2030 or three years after the relevant implementing act enters into force, whichever is later. Scope and exemptions depend on the packaging category.
Turn PPWR Considerations into a Clear Packaging Plan
Every packaging project has different requirements. We help brands move from a broad sustainability target to a practical packaging direction by reviewing the format, materials, components, product application and target market.
Define the brief
Product category, pack size, dispensing needs, brand appearance and target market.
Review the structure
Material combination, components, decoration, separation and refill potential.
Compare options
Mono-material, PCR, refillable or a combination suited to the project.
Confirm documentation
Review available testing and technical documentation for the selected direction.
Develop the project
Move forward with samples, customization and project-specific technical discussions.

PPWR Cosmetic Packaging FAQs
What is PPWR?
PPWR is the European Packaging and Packaging Waste Regulation. It establishes requirements and direction for packaging design, materials, waste prevention and circularity. The practical impact depends on the packaging format, market and applicable implementation rules.
What does “PPWR-ready packaging” mean?
On this page, PPWR-ready refers to packaging directions designed to support discussions around recyclability, recycled content and refill models. It does not replace a project-specific legal or technical assessment.
What is mono-material cosmetic packaging?
Mono-material packaging uses a more consistent material direction across selected components. The actual assessment still depends on the complete structure, components, decoration and local recycling conditions.
What is PCR cosmetic packaging?
PCR means post-consumer recycled material. PCR packaging should be evaluated for the selected format, appearance, performance, supply requirements and applicable documentation.
What is refillable cosmetic packaging?
Refillable packaging is designed so that selected outer components can remain in use while a product container or refill unit is replaced. The refill model should be reviewed together with product protection and user experience.
Do you provide PPWR-related testing reports?
Yes. Topfeelpack has PPWR-related testing reports and technical documentation available for qualified project discussions. Availability and scope depend on the product format and project requirements.
Can you review our existing packaging structure?
Yes. Share the product category, packaging drawings or images, material information and target market. Our team can identify the main questions for further technical discussion.
Which information should we provide for an initial discussion?
Please share the product category, pack size, dispensing format, target market, expected project stage, preferred material direction and any existing technical requirements.
